    I would recommend taking proactive steps, such as making sure you have gutters that discharge five to ten feet away from the foundation in a way to keep this source away from the foundation. Also, see to it the slope of the exterior ground surface slopes away at least ten feet.

    Storm chasing contractors are notorious for bad work, I hope you kept a close watch on the work and had everything inspected.

Concrete floors are also not waterproof. Water can and does literally wick up through concrete floors that have not been sealed with a quality sealer.

    Finally, carpet is a choice for basement floor covering I try to steer people away from for the aforementioned reasons. You will inevitably have a moisture problem and consequent issues. Better to use removable rugs if you must have something softer on the feet. Stay away from laminates also. I would recommend tile or vinyl tile for sanitary reasons.

    You can purchase or rent moisture meters to check areas you consider suspect. FEMA has excellent materials about rebuilding after the storm, as does CDC and the Red Cross. See this booklet.
