I would recommend taking proactive steps, such as making sure you have gutters that discharge five to ten feet away from the foundation in a way to keep this source away from the foundation. Also, see to it the slope of the exterior ground surface slopes away at least ten feet.

Storm chasing contractors are notorious for bad work, I hope you kept a close watch on the work and had everything inspected.

Walls are seldom if ever, watertight, and depend instead on what has already been mentioned, plus a system of drain tile and weeps leading to a sump pump to keep excess ground and rain water away. Concrete floors are also not waterproof. Water can and does literally wick up through concrete floors that have not been sealed with a quality sealer.

Finally, carpet is a choice for basement floor covering I try to steer people away from for the aforementioned reasons. You will inevitably have a moisture problem and consequent issues. Better to use removable rugs if you must have something softer on the feet. Stay away from laminates also. I would recommend tile or vinyl tile for sanitary reasons.
